These results are very unsatisfactory, and are thus explained by the Session
Judge:—“The sickness and mortality were heightened, the Civil Surgeon considers, by
there having been a greater proportional number of old prisoners than usual; by the increas
ing unhealthiness of the old Jail; by there having been among the fresh admissions into
the Jail an unusual number of prisoners in an advanced stage of disease, and by the
removal of 55 prisoners to the Khyga Ghaut in March and April, who returned in May
all of them very sick with fever, diarrhoea, and dysentery.”
12. Under the Madras system the prisoners were supplied with six cubits of coarse
Clothing cotton cloth and a blanket for every male, and twelve cubits of
similar cloth and a blanket to every female twice a year. Ihe
second blanket was only issued when the first had become unserviceable ; so that each
prisoner had but one blanket night and day. Since July 1862 clothing has been issued
according to the scale sanctioned by Government, viz. one blanket, one blanket-coat, one
cotton-coat, two caps, two pair breeches, and sleeping-mat or numda issued now periodi
cally and only when absolutely necessary. There has been since the change an actual
gross decrease of Rs. 21 - 2-6 in the cost of clothing, but the average cost per head has
been slightly increased. In the long run I have no doubt of its ultimate economy, as has
been demonstrated in other Jails.
13. The Madias system of diet has been in force ; it consists principally of rice and
p- et condiments. This has been replaced by the new Bombay
prison diet scale, which will no doubt effect considerable
nnpiovement in the health of the prisoners, which the Madras system was certainly inade
quate to promote.

Inspection. was most carefully examined, both as to buildings, economy,
discipline, and general arrangement. The result was very
favourable to the Session Judge Mr. Richardson’s rigid supervision. In no Jail in the
