These results are high, but scarcely a fair criterion of the real state of sickness and
mortality in the Jail, for during the first six months of the year all the serious cases from
the M unmar gang were sent for treatment to the Jail, and are included in the above, i ns
js an irregular practice, which leads to false and unsatisfactory conclusions. IS ot only
should there be a sick register for the gang, but the expenditure on account of the Jail,
and of those prisoners received from the gangs in consequence of sickness and other dis
qualifying causes, should always be,, as they now are, kept sepaiately.
13. The mattrasses, composed of old rags and unserviceable blankets, &c., have been
condemned as not cleanly. Pieces of sack-cloth have been

opinion is given as to its advantages or otherwise.
14. No report. The old scale is in force, ihe new
has, since the close of the year, been introduced.
15. The dry system has been satisfactorily carried out.
16. As this subject has been alluded to with some detail by Mr. Richardson, and
an opinion expressed which does not appear to me to be
borne out by bona -fide results, I will here briefly review the
facts on which it seems Mr. Richardson has based rather sanguine conclusions.
The operations of the Munmar and Malligaum gangs, which commenced in August
1861, were prolonged to September 1862. The results were submitted to Government
in October last, together with those of the other road gangs, in accordance with the
instructions of Her Majesty’s Secretary of State for India, in my report No. 1671 of /th
October 1862.
Mr. Richardson states, u I must admit that the question of the financial advantages
of employing convicts on the roads, when their labour is paid for, has been entirely
determined. Ibis opinion, be it observed, is based on the figured results of the opera
tions of the Munmar gang; but from these results has been excluded the most important
item of charges against the gang, viz. the cost of the military guard, and Mr. Richardson
at the conclusion of his argument admits that u the cost of the .military guard, which
