t he startling results elicited by these investigations. These facts are so opposed to the
general belief on this subject, that I have, with the kind assistance and concurrence of
the Principal Inspector-General Medical Department, commenced inquiries which mil,
I trust, ultimately lead to accurate conclusions on this question in reference to this
presidency

This Jail has been frequently visited. It consisted originally of two separate
buildings—the Town and Fort Jails* The former has been
Inspection. abandoned and made over to the Revenue and Public
Works Department; the latter it has been proposed to convert into a central prison for
about 800 prisoners. The site is in my opinion not a suitable one ; a similar prison above
the ghauts .would be far preferable and more advantageous in every way. i he general
arrangements of the present Jail are very faulty. The buildings are scattered m different
directions without the least regard to economy and ventilation. 1 he guard, necessary
for safe custody, is large and very costly. The fort walls are so high as to prevent ree
circulation of air. The subject of reconstruction is still under the consideration o tie
Government.
2. No new buildings nor important alterations have been carried out; but the
excavations of the ramparts, with a view to the reconstruct
Buildings. tion above alluded to, have been prosecuted to a veiy
considerable extent, as periodically reported. .

4. The great care and attention of the late Civil Surgeon Dr. Plumptre are piomi-
nently brought to notice by the Session Judge, who repoits
Conduct of Jail Officers. that tQ ^ Civil Surge 0 l p s regular and minute inspection
of the prisoners, and constant supervision of all sanitary arrangements, it is chiefly owing
that in a generally unhealthy year there was not a larger amount of sickness and mortality.
The vigilance and zeal of the Nazir Mr. Jamsetjee Ruttonjee, and of the Jailor
Cazee Allee Nizamoodeen, since deceased, are reported as very creditable.
.5. In this prison are confined notoriously bad characters— Chinese and Malays,
the punishment list is consequently heavy—218 have been,
many of them severely, punished during the year for insub
ordination and breach of prison discipline.
