and necessitating the placing of sentries outside the walls, and thereby enhancing consider-
aWy the cost of guards. It is by such faulty structural arrangements that endeavours to
carry out economy in our Jails are frustrated.
The sleeping-cells are terrace-roofed, low, and devoid of ventilation They were,
however, clean and free from offensive smells. The conservancy of the Jail is its worst
feature. The system of drainage is abominable, and embraces every character to be
avoided in carrying out the principles of sound conservancy.
All the soiled and surface water, as well as the whole of the contents of every
privy in the Jail, are received into under-ground drains (feeders to the principal or mam-
drains) to which are attached two open shafts, one inside and the other outside the Jail,
the main-drain debouching into the river several feet below highwater mark. The
hospital privies, like the rest in the Jail, are of the worst possible description, and the
most offensive of any Jail in the presidency—not from want of attention on the part of the
Jail authorities, but from their intrinsically most objectionable construction.
Can it then be matter for surprise that cholera is a frequent visitant; that diarrhoea,
atrophy, and other allied diseases are rife; in short that the J ad is the most unhealthy in
the
presidency

The only radical remedy consists, as pointed out to the Session Judge and referred to
in a former part of this report, in the total obliteration of the present drains, the constuc-
tion of new latrines on sound principles by the introduction of the dry system of conser
vancy, and by improving the ventilation by substituting barred for plank doors to the
sleeping-cells.
These arrangements would probably be costly, but I have little doubt would eventuate
in a decrease of sickness and mortality.
