I have the honour to transmit to your Lordship the enclosed
Report by the Minister of Finance to His Majesty the Emperor
on the Budget of 1890—the Budget itself—and, lastly, a Memo
randum by Mr. Law on this Report and this Budget; and I
invite your Lordship’s particular attention to these important
documents.

I have the honour to enclose herewith a memorandum, with
illustrative tables, which, according to your Excellency’s instruc
tions, I have prepared on the subject of the financial estimates for
the current year, and on the general economical progress and
financial position of the empire.
The subject is a ver}' extensive one, and in its details is
new to me. The more I have studied official and other docu
ments, the more I have found the necessity of attention, to
details in so complex a question, where so many conflicting
influences affect the position. Legislative enactments, agricultural
failure or prosperity, natural tendency to progress under the
incentive of improved communications, restraint imposed in
certain directions by accumulative taxation, the personal power
and character of finance ministers, disturbing political conditions—
all these various elements must be considered not only in apprais
ing the results of any single year, but still more in comparing
the results of a series of years. I regret that I have not been
able to do full justice to the subject, and I cannot hope to
have escaped from errors which will be apparent to those more
familiar with details than I am. A.s far, however, as the limits
of time at my disposal have permitted, I have endeavoured
