Your 71671 October 22nd. Please see D. S. & T. letter referred to in your
6269S September 15th which deals with object of purchase, estimated cost of
scheme and effect on demands from India. In this connection please see my
X.-3795 September 23rd (Dy. No. 64932). It is estimated that cultivation
scheme will produce a large percentage of the wheat and grain required to meet
our needs as far as these can at present be foreseen _ Existing mills together
with those on order will, it is considered, be able to deal with most of the wheat
and grain likely to be produced. Requirements of civil population too are some
what uncertain. Cost of mills will now be increased as it is proposed to erect
steel frame building. Actual price of machinery depends on valuation. Director
of Works memo. W.O.-iooio, October 19th to Indian Munitions Board, Simia
gives fuither requirements re steel frame building. Requirements as regards
labour follow on receipt of information regarding tonnage ot material and
machinery tonnage from India will be allotted Lieut. Gwynne, milling expert
has leT for Delhi.
