Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Present needs are adequately provided for by existing
arrangements and we see no reason at present for formal charge. All that is
required is for existing arrangements to he applied reasonably and with
elasticity, having due regard both to the undesirability of Wilson’s attention
and energy being diverted unecessarily to problems unconnected with
Mesopotamia and also to the necessity for politics on the Arab side of the
Gulf being co-ordinated with wider Arab politics. Thus so long as our sphere
remains as at present, we shall always look for advice from "Wilson on Maskat
affairs, whereas it should rarely be necessary for him to be troubled by us with
South Persian problems. As regards Wilson’s remarks on eventual arrangements
we! need only say that while we are becoming increasingly apprehensive of the
difficulty of entirely divorcing India from all say in Mesopotamian affairs, so
long as India is relied on by Mesopotamia for the bulk of its army, officials and
labour, we see no possibility at all of India being divorced from South Persia.

Wilson’s telegram 1659 (Diary No. 10643) of 7th February,

assigned to a post of lower status on S. & T. establishment. Please confirm.
