With reference to your letter of the 29th October, No. 57-16-7958 (Mj
B. A) (N. E. W. S.) on the subject of the allocation of Railway materia
between India and the theatres of war, I am directed to say that the Secretary
of State for India presumes that in view of the changed military position, the
Army Council no longer wish that any portion of Tata’s output ot rails should
be placed at their disposal for war purposes.
The Government of India have reported that there is the most urgent need
of these rails in India for the maintenance of the main railway mes on w ic
no renewals have been under taken for the last two years and only to a very
limited extent during the previous two years, whilst demobilisation will throw
a considerable additional strain on the Indian railways. The Railway Board
consider that on a low estimate they will require rails equal to twice Tata’s out
put till the end of 1919. Steps have been taken to supplement the Indian
supply by orders placed in this country.

Subject :—Allocation of Tata’s Rail Output.
With reference to your letter M.-49055, dated 5th December 1918, on the
above subject, I am commanded by the Army Council to inform you that the
situation regarding future railway construction in Mesopotamia is at. present
under review. Until a decision is reached the Council are unable to state
whether it wdll be necessary to make any further demand on India for rails.
I am to state, however, that no orders have as yet been placed by the
Council for the one-third of Tata’s output from N ovember 1918, to March
1919, inclusive, which it was arranged (at the meeting held on October 21st,
1918) should be at their disposal and that the urgent needs of India will be
taken into account in determining the source of supply of any further track
which may toe necessary for Mesopotamia,

Secretary of State for India to point out that the arrangement for a portion
of the output to be at the disposal of the Army Council had reference to
military needs in Mesopotamia and that any other requirements for that
country can only be met after the urgent needs of India have been satisfied.
