Reference X.-5951 30th April (Dy. No. 31011). The 14th Sikhs have
been longest out of India and have seen most fighting, so I propose to return
them to India during May. I propose to send 2 more battalions to India on
arrival of 2 battalions from Persia. Those with best claims on the grounds
of length of service out of India will be sent unless India requires 44th
Merwaras as one of them. On arrival of 2 Pioneer battalions from Persian
L. of C. I propose to retain one for work on Shergat railway extension, sending
the second to India as soon as shipping is available.

Canyon give as accurate a forecast as possible of tin number of Indian
Combatants and Non-Combatants for whom shipping will be required during
May, June, July and August from Basra to India in order to enable an estimate
to be made of the amount of tonnage that will be required during next four
months.

Your telegram 28855 Q. M. G. 10 23rd April. My telegram Q.-1281,
3rd March (Dy. ao. 16249), gave figures for pack and draught mules and
ponies and not mules only. Of the 5,500 class A pack and draught mules and
ponies 5,014 have been shipped to date of which (1,090 ?) are ponies of Imperial
Service Transport Corps. Further 1,023 animals all mules en route Base for
exchange vide your telegram 4th April 24083 Q. M. G. 13. 6,037 is total
class A animals which can be released at present as all remainder this category
being employed in draught for which pack ponies cannot be substituted. The
estimate of class B animals is now 4,500 compared with 3,000. Have not yet
received report on reasons for recerpits*

  • Matters relating to the administration of Mesopotamia, including: arrangements for the financial management of British administration; conditions of employment for Army officers hired to work in the civil administration; and the creation of administrative provinces, including an ‘Arab province of Mosul’ and a ‘fringe of autonomous Kurdish States … with British political advisers’
  • Maintenance of waterways in Mesopotamia
  • Discussion of the creation of a daily train service between Baghdad and Basrah [Basra] carrying mail and passengers.
