Both complaints are actuated through the dread of the hot weather, and
in the second case are intensified by the men having nothing to look forward
to.
If in any way possible, the grounds for the first complaint should be
removed, and I strongly recommend that all men be relieved before Christmas.
The men scoff considerably at the excuse given as the Red Sea being too
hot in summer, urging that they themselves came out in summer.
In order to reassure men, would strongly urge despatch of even small
drafts at an early date.

Mesopotamian Constitution. You are authorised to proceed with creation
of five provinces for Iraq proper in general conformity with lines of division
recommended by Howell in enclosures 5 and 6 of your letter. Also of Arab
province of Mosul bordered by fringe of autonomous Kurdish States under
Kurdish Chiefs with British political advisers. We also approve of provisional
formation of provincial councils and development and consolidation of muni
cipal and divisional councils. Spare copies of your letter sent to India and
Baghdad by mail of April 24th.
This refers to your letter dated 6 th ultimo (N. R. W. S.).

  • Maintenance of waterways in Mesopotamia
  • Discussion of the creation of a daily train service between Baghdad and Basrah [Basra] carrying mail and passengers.
