Have visited Kut and Amara. Both districts are large tribal areas with
a considerable revenue roll and great possibilities. I met at latter all leading
Sheiks and bad full particulars of their political views, which are as alreadv
recorded. In both districts all leading men are still actively opposed to any
form of Arab Government and in connection with recent withdrawal of
British Political officers from smaller stations demanded assurances that their
affairs would be dealt with from Amara by British officers only and not Arab
officials. Also saw Amara Municipality who held some views.
In both divisions there is general satisfaction with existing regime and
complete lack of serious crime. All leading men and religious officials express
view that we were going ahead with introduction of Arab element into
adminisiration quite as fast as was safe or desirable.
