1. Course of Legislation.
Three Acts were passed by the Legislative Council of the Governor of Bombay and assented
to by his Excellency the Viceroy and Governor General of India and published during the year
commencing 1st April 1909.
These were:—
(1) Act No. II of 1909 (An Act further to amend the Karachi Port Trust Act,
1886).
(2) Act No. Ill of 1909 (An Act to provide for the erection and management of the
Prince of Wales Museum of Western India).
(3) Act No*, I of 1910 (An Act to amend certain enactments and to repeal certain
other enactments).
The main object of Act No. II of 1909 was to place the Karachi Port Trust on the same
footing as other large Port Trusts in regard to the raising of loans. The provisions of the
Local Authorities Loans Act, 1879, had previously sufficed to meet the requirements of the
Board, but as extensive works for the improvement of the Port to meet the growing demands
of trade had been undertaken, it was considered desirable that they should be empowered to
issue loans under their own enactment.
The object of Act No. Ill of 1909 was to make legal provision for the erection, maintem
ance and management of a Museum in Bombay to commemorate the visit in the year 1905 of
His Boyal Highness the Prince of Wales to Bombay.
The object of Act No. I of 1910 was to provide for certain modifications in various Acts of
the legislature affecting the Bombay

but which it was not considered necessary to deal with by separate enactments.
Three Bills were introduced into the Legislative Council of His Excellency the Governor
during the year commencing 1st April 1909 : —
(1) Bill No. II of 1909 (A Bill further to amend Bombay Act No. Y of 1862 an
Act for the preservation of the Bhagdari and Narwadarj Tenures).
(2) Bill No. I of 1910 (A Bill further to amend the Bombay Port Trust Act, 18/9).
(3) Bill No. II of 1910 (A Bill further to amend the Bombay Hereditary Offices
Act and the Matadors Act, 1887).
The three bills were read for the first time oh the 12th March 1910 and referred to Select
Committees.
