the Hisvva and Imad, on the frontier exposed to the lawlessness of wild Arabs.
So that in reality the force available for the maintenance of order in the crowded
parts of the Settlement is altogether inadequate and the service is much less
popular than it was, and has deteriorated in morale. This will be mentioned
further in the portion for this report dealing with the past year.
152. In the year 1885, there was a nominal increase of 15 men made;
but of these one was a clerk.
In 1886 another clerk was added.
In 1888 six more constables were added for Shaikh Othman.
In 1890 two were added, both clerks.
In 1892 two were added, or rather men, who had been employed as Commis
sariat Chaukidars, were placed upon the establishment.

156. Up to the year 1889, the force consisted of 26 men—all natives, of

The force had practically no means of communicating with the outer harbour
except a small row boat. In former years when so many (smaller) vessels entered
the inner harbour, the grave disadvantages of this had not so much shown them
selves.
157. In March 1892 the force was increased to 30 men, the Port Surgeon
being provided with a separate boat's crew by the Port Trust.
158. Two. steam cutters were also provided, so that the Harbour Police
can at once visit all vessels lying in the outer harbour by night or day.
159. In 1890, four European Constables were added to the force, which is
now very effective, except for the fact that the harbour work is quite enough to
engage the attention of a separate Inspector; but the Inspector of the Land Police
whose work extends to Hudjuff, Maala and Barier Gate, has to divide his time
between the land and harbour work.
160. In 1889, the Harbour Police was placed under the direct orders of
the First Assistant Resident who resides in a convenient locality, and is other
wise in a better position to exercise control.
161. The Harbour Police force is entirely paid for by the Port Trust.
