482 The registration of births and deaths in Aden is not compulsory legally
° an d therefore the statistics are not to be relied on in
Births and Deaths. ^] JC cases of births, which are very frequently not re-
norted The returns as to deaths may be considered accurate of late years,
owing to the burial pass system introduced to regulate burials at specified places.
But owing to the defect of the births registration, the statistics are practically
valueless for comparative purposes.

There is really no prejudice now whatever amongst the people as to registering births as may be seen from the increase from 200 in
1883-84 to nearly 800 in 1889-90 by voluntary registration.
483. The reasons for the establishment of the village of Shaikh Othman are
^ , well known. Aden no doubt benefitted very consider-

ably though it has had ever since to pay enormous
sums for the maintenance of the village and, unfortunately, this must continue
as the people of Shaikh Othman are much too poor to support the various
institutions there and maintain the place efficiently. But the compulsory move
ment of some thousands of people to a place where there was positively no
means of existence, neither cultivation, trades, or manufactures, entailed' the
very greatest hardship and suffering upon these unfortunate people and caused
a great mortality. Ihe poorest classes, who were dependent upon daily earn-
mgs in Aden, were those who had to leave: great destitution and privation
followed and when sickness came, the people had not the strength to bear up
against it. The mortality amongst children has been at times most marked.
484. Owing to these causes and the great unpopularity of the place,
