The Court of the Resident is the Colonial Court of Admiralty under A
XVI of 1891 and its procedure as such is regulated by the provisions of fi
Colonial Courts of the Admiralty Act, 1890 (53 and 54 Vic., Chapter 27) ^

involving 1,045 persons, of whom 796 were convicted
249 acquitted. The bulk of the offences committed
were thefts, simple hurt and breaches of municipal
regulations. There was also a proportion of more serious offences. The prin
cipal offenders were, as a rule, Arabs and Somalis. The punishments
by Magistrates were adequate.

13. The Court of Sessions disposed of three cases, in two of which 4

mg to murder under section 304, Indian Penal Code
Two of these were sentenced to 7 years’ rigorous imprisonment each and the others
were discharged. In the third case the accused was convicted of murder under
section 302, Indian Penal Code, and sentenced to death. The sentence was
however commuted by the High Court on appeal to one of transportation for
7 years.
Appeals. ■ . There were 7 appeals during the year in all of
which the sentences passed by the Court were confirmed.
Revisionai proceedings. 15. In 24 cases revisions were asked for—
(1) In 9 the sentences were upheld.
(2) In 3 the sentences were modified.
(3) In 1 the prisoner was released.
(4) In 1 the sentence was enhanced.
(5) In 3 sentences were reduced.
(6) In 2 the fines were refunded.
(7) In 2 the fines were reduced.
(8) In 1 the case was quashed.
(9) In 2 cases the accused were ordered to be retried.
16. One inquest was held on the body of a cook of No. 26, Indian General
Inquest. Hospital, who had committed suicide by cutting his
throat.
Lunatics. 17. Three lunatics were sent to the Lunatic
Asylum at Navpada (Thana) during the year.
Marine Cases. 18. No Marine Court of Inquiry was held during
the year.
19. The Administration of Civil Justice is vested in the Resident by Act
Civil Jutico. H °f 1864. The Resident hears appeals from the
. . mi o decisions of the Assistants, and has also powers of
