(Extract.) Therapia, August 17, 1880.
A COMMUNICATION which I have received on the subject of the alleged
formation of a Kurdish League from the Armenian Patriarch is inclosed herewith,
for your Lordship’s information, in original.

Van, le 20 Juin, 1880 (v.s.).
IL n’y a plus de doute. Une ligue Kurde est en train de se former a l'instigation
du Gouvernement Central, qui veut paralyser la question Armenienne, en lui en opposant
une nouvelle, celle des Kurdes.
L’ame de cette ligue est la politique Ottomane. Le Cheikh Ebedullah en est le
centre factice ; Bahri Bey, fils de Bderhan Bey, en est l'missaire assidu.
On remue. Bahri Bey so rendant auprs des Chefs Kurdes, emploie tantot les
promesses, tantdt les instances et tantot les menaces, pour les runir tous autour d’un
meme Chef, le Cheikh Ebedullah.
La ligue Kurde, pour se faire un foyer en Turquie, dploie l'activit la plus brutale,
pour faire vacuer par les Armeniens I’arrondissement d’Aghpag (Hekkiari). A cet
effet, elle se permet tout excs qu'il serait inutile de qualifier.
Voila comment certaines personnes dignes de foi ecrivent a ce sujet d’Aghpag:—
" Quand Bahri Bey vint a Aghpag charge de porter au Cheikh Ebedullah les
insignes de la decoration que le Gouvernement Ottoman lui avait decernee, il tenait
ce langage : " J'inviterai le Cheikh a se rendre a Constantinople; s’il me resiste, a mon
retour je marcherai sur lui avec les troupes Imperiales.’
" Malgre ces paroles, Bahri Bey, aussitot arrive auprs du Cheikh, ne fit qu’attirer
vers celui-ci les Chefs Kurdes, non-seulement de l'Armnie, mais encore ceux de la
Perse.
" Meme, fils d’Aali Khan, accompagne de ses hommes, sc lia par serment au
Cheikh, et en revint avec des cadeaux. Certains autres Chefs, recalcitrants tout d’abord,
finirent par s’allier au Cheikh.
" Cependant les Chefs Abdul Rahman Djihanghir, Kirouate Aly Mehmet, malgr
toutes les instances de Bahri Bey, meconuaissent pour le moment la ligue, quoiqu'il
soit de toute probability qu’ils fimront par y entrer.
55 Bahri Bey a invite aussi les Chefs des tribus Milan, Alcan, Duderri, de la Perse,
a venir faire leur soumission au Cheikh.
" Cette ligue possde aujourd'hui 4,000 fusils Martini dont les 200 sont de prove
nance Persane et le restant de provenance Turque.
Le Gouvernement Ottoman, pour rehausser le prestige du nom Kurde en
Europe, fait des efforts inouis afin de provoquer des mouvements insurrectionnels
simultands en Turquie comme en Perse, ou les ligueurs veulent se crer un second
centre d’operation et de domination, entre Asma et Salmast.
" Le Mutessarif d’Aghpag (Hekkiari), effray par ce mouvement dont le mobile
ne lui est peut-etre pas encore communique par le Gouvernement, veut donner sa
demission.
" Bahri Bey veut, sous divers pretextes, se rendre a Van pour faire participer les
Kurdes de cette province au mouvement general. Soyez sur vos gardes; car cette
ligue a des ramifications partout.
Et en vrit, certains Chefs Tures de Van sont de l'ide de livrer la ville meme a
la domination du Cheikh. Cependant nous ne croyons pas que les Kurdes puissent
pousser 1’audace jusqu’a ce point.
