My Lord, Tehran^ October 30, 1880.
WITH reference to your Lordship’s telegram of the 16th instant, I have the
honour to inform you that the statement therein contained, which was tn ade by the
Turkish Charge d‘ Affaires in London, is not reconcilable with the views and state
ments of Sheikh Obeidullah, as gathered from letters which he has recently addressed
to the Ikbal-ed-Dowleh, Governor of Oroomiah, and to the American missionaries
of that place, with a view to their being communicated to Her Majesty’s Govern
ment through Mr. Abbott.
In these letters Sheikh Obeidullah distinctly states that the object of his son’s
being sent to Persia was in order to obtain redress for Kurdish grievances ; the Kurds,
he says, having been subjected to much ill-usage at the hands of both Turkey and
Persia; he and the other Chiefs of Kurdish tribes are now desirous of establishing
Kurdistan upon a united and independent basis.

My Lord, Tehran, November 1, 1880.
WITH reference to previous despatches respecting the progress of the Kurdish
insurrection, I have now the honour to inform your Lordship that the Persian
Government have just received telegrams from Tabreez which report that the Kurds
have withdrawn from Oroomiah. It is further stated that disagreements and dissensions
have occurred amongst the Kurdish Chiefs, who now manifest a disposition to come to
terms with the Persian authorities.

I HAV E requested Captain Clayton to communicate officially any information he
may possess on the subject of the so-called Kurdish League.
W ith reference to the rumoured existence of a Kurdish League, organized to a
certain extent by the I urkish Government, my own opinion is that it exists only in the
imagination of certain organs of the press at Constantinople, and I cannot believe the
Turkish Government to be guilty of such folly as to organize a league which, if once
formed, must inevitably be directed against the Government itself.
I he policy of the Government has always hitherto been to set tribe against tribe,
