colleague, he informed me that a regiment of Cossacks, about 500 strong, had arrived
at Julfa.
M. Zinoview said that possibly another regiment might also be sent there,
although on account of there being no accommodation for them this seemed
improbable. He further added that no other Russian troops were being moved
towards the Persian frontier.

Earl Granville to Mr. Goschen.
Sir, Foreign Ofice, November 24, 1880.
I HAVE received a telegram from Mr. Thomson,* which has been repeated to
your Excellency, giving an account of a conversation which he had had with the
Shah with reference to the Kurdish insurrection.
His Majesty states that Sheikh Obeidullah lias now been defeated, and he urges
that the Porte ought either to seize and punish the Sheikh or hand him over to the
Persian authorities, or else allow the Persian troops to cross the frontier and co-operate
with the Ottoman forces in capturing the ringleaders of the outbreak.
Your Excellency may give such advice to the Porte in this matter as you may
consider is required by the situation, and you will keep Her Majesty’s Government
informed of the representations you may make to the Turkish Government.

(Extract.) St. Petersburgh, November 24, 1880.
IN the course of conversation this afternoon Baron Jomini told me that the last
accounts which had reached him from Kurdistan were not entirely satisfactory.
I inquired whether this would make any difference in the military preparations
which Russia was making on the Persian frontier.
Baron Jomini said he thought not, for the present. As long as the Persians
were able to make head against the Kurds, there would be no necessity for the Russian
troops to cross the frontier. If, however, the Persians were to be defeated, the
question would become serious.

My Lord, Tehran, November 25, 1880.
I HAVE the honour to inform your Lordship that I have just received a telegram
8 from Her Majesty’s Consul-General at Tabreez, stating that 200 men of the Russian
force, referred to in his telegram of the 19th instant, which it is expected will arrive
at Julfa in six days’ time, have already reached Nakhjivan.
It is reported that the whole force will consist of one regiment of Cossacks and
some pieces of artillery.
