The Indian Government steamer “ Kwangtung’’ visited the island on the
28 th of April 1878, conveying the Chief’s yearly stipend and two barrels of gun-
powder as a present from Government.
Gomnlaint has again been made, by Sultan Salim, of further misconduct on
the part of fishermen off Socotra.
The annual visit will probably be paid at the close of the current year.
IS Stave Trade —Several vessels of the Royal Navy have been engaged
in slave-trade operations, but no captures have to be reported m the immediate
vicinity.
H pr Maiestv’s shipBeady' 5 when at Jiddah liberated nine slaves, who swam
off to the shin for protection. A rumoured ill-feeling consequent on the above,
and the death of an Arab from a rifle shot, reached Aden, but no report was
received from the Consulate at Jiddah.

20. There has been no .change in the con,
stitution and distribution of the Aden Police
Force.
21. An increase of Rs. 2,824-15-2 occurs in the cost of maintaining the
police for the year under report. The total cost being
Rs. 36,841,8-10, against Rs. 34,016,9-8 of the previous
year. Half of this increase is on account of advance
for clothing from the Municipal Fund. Higher price for water accounts for
Rs. 800, and the balance of increase is spread over various heads debitable to
the Municipal Fund, there being only a very slight increase of amount contrb
buted by Government.
22. There is a marked decrease in number of persons arrested, the
figures for 1877 being 661 and for 1878, 478. Percen-

The value of property stolen is considerably less than for the year pre
vious. The recoveries show considerable decrease. The
Becovery of Stolen Property, percentage being, for 1877, 84 against 45*13. This
marked difference is principally due to exceptional recovery pointed out last year ;
the decrease in crime is mainly attributable to the sudden orders for reduction
of civil population.
24. The conduct of officers is reported, on the whole, to have been good,
but the numbers as insufficient and personel indif
ferent.
Conduct of Officers and Men.
The Second Assistant Resident, who is also a Magistrate, having to occupy
the post of ex-officio Superintendent, is in itself a radical fault.
25. The cost of maintaining the Water Police was Rs. 2,931-14-9, against
Rs. 2,909 in the previous year. The Rs. 22 increase
Water Police. was in contingencies.
It was found necessary to increase this small, but useful, body by amalga
mation with the Sanitary Police, both paid by the Aden Port Fund. By this
arrangement a force of two havdldars, one naik, and seventeen men is provided
for general service afloat. The change came into force on 1 st April last, and
entails no extra expense.

Annual administration report of the Aden Settlement, providing a summary record of the main events and developments in each department of the Administration of Aden during the financial year 1878-79. The report is addressed, in a covering memorandum, by Brigadier-General Francis Loch, Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , Aden, to the Secretary to the Government, Bombay, 21 May 1879. The report was printed at the Government Central Press, Bombay [Mumbai].

The main body of the report is headed ‘PART II’. The first part is not present. Part II of the report is divided into the following sections, some of which are further divided into sub-headings:

The report includes one appendix relating to political relations (with the ‘native states’ and ‘native chiefs’) (ff 173-174).

Tables indicating the number of square miles of the peninsula of Aden under the control of the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. , and relating to the civil divisions of Aden and the population is on folio 160. A table of contents listing the Chapter numbers and headings of Part II is on folio 161 (‘chapter’ is not used in the main body of the report). This is followed by a name, place and subject index are on folio 162.

The covering memorandum indicates that a Subsidiary Sanitary Report is also attached, however this is not present in this copy.
