on your programme the number and regiment of each ship load, so that he may
have the released (? sister) drafts ready to return to India in the same order in
which you are sending them out. In the event of a sufficiency of men of over
seven years’ service not being forthcoming, the deficit should be made up by men
of over six years’ service. The following transport arrangements have been
made and should be adhered to as closely as possible:—The steamships
