Foreign. Secret. With reference to your telegram of 2nd May, I do not
think that any modifications of orders are needed. My telegram to Aden
of 15th April left full discretion to send amply sufficient force if safety of
Commissioners is involved, but our objects, as mentioned in my letter to
Poreign Office of 13th March, are being exceeded by Resident at Aden, as
admitted in his telegram of 2nd May, and I wish to avoid using force in
support of movement “in advance of undefinable line represented by the
limits of Wahab’s survey ” or for new object such as investigation of the
sanatorium.
Repeat to Aden, please.

Foreign. Secret. . Please inform Resident at Aden that, if Turkish local
authorities obstruct British Commissioners in delimitation of the outer frontier
of the nine tribes under British protection, they may proceed alone with the
work if the Resident at Aden can secure their safety, but that they ought, on
no account, to go beyond the boundary in Wahab’s map of 1892, so far as
that map extends, and that elsewhere they should be guided by the recognised
practice or other proofs of existing boundary. See
