Foreign. Secret. Please see your telegram of 26th May and the Resident’s
telegrams of 22nd and 23rd May. I do not see any grounds of right upon
which we can draw a line from Jebal Jahaf near Sana eastwards by the valley
to the opposite range. We should not be justified in demanding the retire
ment of the Turks from positions which they have treated as Turkish for
many years. Colonel Wahab’s report of 1891-92, page 14, showed 33 Turkish
villages, including A1 Jaleli, Jalas, Minadi, and A1 Wabh, mostly Iving south
of the line you would claim. The Resident’s letter, No. 116, of 12th October
1901, asserts the careful character of Wahab’s survey, and admits the slice of
country east of Jahaf, as permanent result of Turkish aggression of 1873—78.
The Government of India and the Home Government in 1886 were even
disposed to allow entire absorption of Dthali. We have always, even so late
as 1900, hesitated to make a formal Protectorate agreement with Amiris.
Colonel Wahab’s recent reports discussing possibility of railway and of future
administration, and Resident’s admissions (see telegram of 2nd May) that
M ahab s claims now go beyond the line of 1891-92, show the necessity for
closely adhering to instructions given in my telegrams to Aden of 16th, i8th,
and 23rd May. See also letter to the Poreign Office, 13th March 1902, and
my telegram to Aden 12th May. No expansion of our Protectorate is desired,
•and the line indicated in my telegrams to Resident of 18th and 23rd May must
be considered the line beyond which we claim nothing unless the Commissioners
jointly agree. The Poreign Office entirely concur and wish the Commission
to be so informed. Please repeat this to the Resident at Aden, as my reply
to his telegrams above referred to.
