north-eastward, starting from some point east of the plateau, outside the area of
controversy, line to west of the point being reserved for subsequent settlement.
Having regard to Sir N. O’Conor’s representation, no doubt you agree with me
that the proposal of the Resident in the telegram of 12th November, to authorise
and aid the Amir of D’thali to re-establish his authority in territory occupied by
the Turks since demarcation began, cannot be entertained. As to Titzmaurice,
it seems probable that negotiations w T ould stand a better chance of success if
conducted by him. What do you think his position on Commission should be
relatively to Wahab’s ? Please let me have your views on the whole matter.

Foreign. Secret. The Turkish Charg5 d’ Affaires on the 18th complained
to the Foreign Office of an attack on the 13th November by the Subaihi on the
Hakem tribe belonging to the Moha District, in which some men were killed
and goods pillaged. The Subaihi are also stated to have burnt the village of
Debal in the same district and killed the son of the Avas Sahib, one of the
Hakem Shaikhs. The Turkish Charge d* Affaires adds that the Ottoman
authorities had already taken steps to prevent reprisals, and requested that the
i\den authorities might be instructed to check this new aggression. Please
request Resident to report the facts of the case.

Foreign. Secret. Tibet. Please see my telegram of the 16th of
November. Sir E. Satow, on receiving the Yalung news, telegraphs on 19th as
follows:—
Your telegram 302, of November 17th. I mentioned its contents, as
information that had reached me, to Prince Ching in conversation today : he
replied, though without intimating that all the details were correct, that he had
heard reports to the same effect. He had asked the Russian Minister what
foundations there are for them : he replied that Russia had no desire to encroach
on Tibet, but he seemed to acknowledge that the Buddhists in Russian territory
had come to some sort of an arrangement with their co-religionists in Tibet;
with this the Russian Government had nothing to do. He added that the
Tibetans were very ignorant and difficult to control; the Chinese Government
