plicate situation by increasing their force in Seistan pending arbitration.
Major Penn telegraphs, Camp Khwaja Ahmad, 23rd September, that Helmand
water reached Seistan Band and passed his camp in good volume on the
22nd. The autumn sowings should now commence and spring harvest be
assured. He marched from the Seistan Band along the Helmand to the
Mian Kanji District. It appears therefore that the water famine, which has
been. in part the cause of the trouble, is over, which should ease the situation
pending arbitration.

Private. Holkar. Your telegram of 27th September has caused me great
perplexity, because no form of investigation is possible that will not cause grave
public scandal, and because if Holkar gets to know that you have made this
suggestion, as is not unlikely owing to leakage, he will refuse to go and will
demand judicial enquiry. I want to settle the whole matter quietly, and
hope to carry the Maharaja with me. But if he is obstreperous, the only way
to deal with him is to say that he cannot be allowed to recede from his offer.
Oar justification for strong measures would be, not result of a fresh enquiry,
but a publication of the papers for the last 20 years, which show that every Viceroy
and Political Officer during that time has pronounced him dangerous and unfit
to rule. I should be obliged, therefore, if you would withdraw your instructions
about investigation, and let me proceed as proposed. I cannot in any other way
guarantee successful conduct of affair.

You will probably desire to publish papers before opening of Parliament, and I

unless this has been previously published ; (2) Barnes’ letter to Barr, No. 53-C.
of 25th April; (3) Barr’s reply, No. 33 C. of 17th July with its two enclosures,
namely, Barr’s letter to Minister, and Minister’s reply; (4) Barnes letter
to Barr, No. 4293-I.-B. of 30th September, enclosing draft ageement, copies
