Telegram, Bundi, 10th November 1902, 1-30 p. m.
9 th Lancers. Actual punishment inflicted was, firstly, all officers and
men, unless on medical certificate, recalled from leave, and all leave stopped
until 1st June 1903. Secondly, sentry placed on each barrack while regiment
m Cantonments until 1st June. Both penalties subject to discovery of
muiderer. Begiment has, therefore, had it in its power at any time since
September, when punishment was imposed, to escape remainder of sentence by
confession or surrender of guilty men. J

Foreign. Secret. The Berar Agreement was signed on 5th November,
and complete papers with despatch giving full account of what has passed go
home this week’s mail. The only change made in the Agreement, of which you
have a copy, is that first 14 words of paragraph 1 of terms, run as follow
Begin. His Highness the Nizam, whose sovereignty over the Assigned
Districts is reaffirmed, leases them. End.
This slight alteration expressly reaffirming Nizam’s sovereignty was made
at special request of Nizam. In view of antepenultimate paragraph in my
account of interview with him, dated April 1st, 1902, and paragraph 6 of Foreign
Department’s letter to Barr of 25th April, I could not refuse it.

Private. Our Official telegram sent today will show that copy of Berar
Agreement as signed, and the covering Despatch, will reach London on Novem
ber the 29th. If you can send official reply by the mail of December the 5th,
this will reach Calcutta on December the 21st. I would then propose to publish
papers in Gazette Extraordinary on December the 23rd simultaneously with
Parliamentary publication in London. Otherwise publication must be post
poned until the third week of January after the
Durbar
