Please see your telegram of 10th instant. We do not know of the extent
to which pressure may exist for publication or to which Digby's quotations
have produced serious effect. On all other grounds we would strongly deprecate
publication of reports in particular, which seems to us belated and uncalled for
at this distance of time. Carefully selected extracts from them would certainly
be used to our detriment, and would for years figure in controversy.

Since your despatch will arrive too late for publication before 1st January, I
propose to publish the papers here on the same date as in England, namely, 18th
December. I wall add to the list of papers mentioned in my telegram of 4th
October, paragraphs 1, 2, and 3 of your despatch of 11th M ay 1899: and I
propose to substitute for the copy of the Agreement sent with Mr. Barnes’s
letter to Sir D. Barr of 30th September the Agreement as subsequently signed,
and to omit paragraph 4 of Sir D. Barr’s letter of 5th November. The inclusion
of the latter would otherwise compel the publication of a series of confidential
telegrams of which you have not got copies, and which it is unnecessary to
include. The list of papers published will also include Sir D. Barr’s letter to
the Nizam’s Minister of 11th October, and our final despatch to you of 13th
November. Do you agree to this ?
