ready to oppose, if we will acquaint him with any fresh Russian interference or
encroachment. Finally, he denies ill-treatment of our Agent at Kabul, and
solicits an early reply.
I regard the Amir’s letter as a reflex of the position at Kabul, which I
believe to be of a precarious character, and as showing desire of Amir to mark
time. Argument employed is neither quite candid nor respectful, but there is
no hint of rupture or of inclination to form new connections. I propose to
submit to you draft reply before long. The generally favourable impression
created by the above letter is confirmed by a further letter bearing date
December 9th, which has been received today from the Amir, about the Seistan
boundary. In this His Highness says that he wished to spare us trouble and
expense of Mission on such a matter, but that, as we consider it necessary,
he will assist and arrange for the passage of the Mission by Khwaja Ali and the
Helmand route, and will furnish supplies. He nominates Akhundza da of
Chakansur as the Afghan Commissioner.
I propose that we should accept this offer at once, and issue orders to
Major McMahon to start. The Persian Government, having invited our assis
tance, cannot now be allowed to back out. The value of the Mission lies not
so much in the settlement of the Seistan question, as in the demonstration of
Anglo-Afghan cordiality, and in the opportunity provided for obtaining full
information about the Helmand route and the lower course of that river.

Your telegram 10th December. Acting Lieutenant-Governor of Bengal
assures me that hereditary honours proposed for Bengal Zemindars by Woodburn,
accepted by us, and sanctioned by you, which have leaked out, will be dis
tasteful to majority of recipients, who have represented to him that they would
greatly prefer retention of present system to concession of hereditary title of
lower degree. He asks, therefore, that concession be withdrawn, except in case
of Burdwan, who greatly esteems proposed privilege. Inasmuch as essence of
Coronation Honours is that they should confer welcome dignity upon recipients,
I feel that there is no alternative but to act upon his advice. Do you agree ?
