instructions proposed to be given to Mr. Parr (compare
(b) below), and secure their general acquiescence in them.
Trie opportunity would be taken to endeavour to persuade
them to conduct their negotiations with, and to give notice
to, the Persians direct and not through the Legation. It
would be possible to impress upon them our anxiety that
the I.E.T.D. withdrawal argument should not be pressed.
(b) Mr. Parr would be informed that he should, so far
as possible, avoid discussion with the Persians, and leave
it to the Company to justify their action; that, if he
receives formal representations, he should refer home for
instructions; and that if, as is probable, informal
representations are made to him, he should avoid assuming
any responsibility for the Company’s action on behalf of
His Majesty’s Government, but should indicate that he
was unable himself (speaking in a purely personal
capacity) to understand the Persian grievance, since he
gathered that an up-to-date wireless installation was now
in operation between London and Tehran which could deal
with all the traffic hitherto carried by the Company.
He might also, at his discretion (and again in a purely
personal capacity) indicate that the Company being
entirely a commercial proposition, had presumably no
alternative but to considerthe reactions on it of the
withdrawal of the I.E.T.D. But this would be better
avoided, if possible. He would be warned that we were
not anxious that use should be made of the arguments
either that we could not impose our wishes on a purely
commercial concern (after all, our relations with the
Indo Company are very close; we have been partners in the
Joint Purse; and it will sooner or later come out that we
have received a substantial sum of money from the true
owners/
