The last report on the Christian Refugees
at Baquba,Mesopotamia, recorded the history of their Adminis-
tration. and the steps taken towards their repatriation up to
October,1919. It will be remembered that repatriation in its
three distinct phases, viz:- Armenian, Mountaineer Assyrian
and Urmi Assyrian, came to a standstill, roughly on account
of the three following causes :- (1).lack of shipping to con
vey the Armenians to Asia Minor, (2).outoreak of disturbances
at Amadia and along the northern boundary of Iraq, leading to
the withdrawal of our line southwards, thus precluding indef-
inately the- possibility of forming the Nestorian
Enclave

and
the repatriating of the Mountaineer Assyri ns to North of Mosul
and (3).the failure to form a modus vivendi in Urmia,North
West Persia for the Urmi Assyrian Refugees.
Events having come to such a pass, it was
agreed .that nothing could be done,in the way of repatriation,
until.the Spring of 1920. Consequently, the attention of
^everybody concerned was turned to effect the following in uhe
Refugee Camp
(1) . Strictest economy, by reducing the
current expenditure to the lowest possible minimum, and
(2) . Partial self support, by opening up
industries, agriculture and encouraging trade.

by reducing the number of administrative personnel in the camp

It mainly covers conversations between British and French officials regarding the Christian (mostly Assyrian and Armenian) refugees in the refugee camp at Baqubah [also written Ba’qubah, Ba’quba and Baquba] in Mesopotamia [approximately corresponding to present-day Iraq], and their possible repatriation.
Related matters of discussion include the following: the health of the refugees; background; labour capacity; expenses and payments of the refugee camp; administration of the camp and its economic challenges; transportation for repatriation. Included in the correspondence are letters from Surma Khanin D’Mar Shimun describing the situation of the camp and asking for changes to the camp, and for the return of the Assyrians and Armenians. In addition, there are some inquiries received by British officials from Christian Assyrians. Also mentioned are the following: the ‘Christian Army of Revenge’, French propaganda among the Assyrians, Assyrio-Chaldean [Assyro-Chaldeans] refugees in Russia, and the American Mission.
