PREFATORY NOTE.
It has been with a feeling of presumption, that I have tried to compile the
following memoranda on the forty odd thousand Christian Refugees whom the
British took under their wing, a little over a year ago, accommodated and fed, and
clothed in a large concentration camp, near Baghdad. Firstly on account of
the scarcity of actual facts available in the form of written authentic matter. What
official reports and memoranda that have been written previously, have been
included in this report for the most part, verbatim. For the remainder, I have had
to write from knowledge derived from intercourse with the Refugees themselves,
much of which on close examination having proved to be quite unreliable.
Secondly, through having constantly to look at and report with an impartial eye,
the affairs of a^ mixed community the size of a small town over a long period. This
I have tried to do throughout.
As a result of the first mentioned point, this report in parts will appear rather
sketchy and vague, but, nevertheless, it is hoped, that this memoranda will let many
people know something about these people and what has been done for them by us.

It mainly covers conversations between British and French officials regarding the Christian (mostly Assyrian and Armenian) refugees in the refugee camp at Baqubah [also written Ba’qubah, Ba’quba and Baquba] in Mesopotamia [approximately corresponding to present-day Iraq], and their possible repatriation.
Related matters of discussion include the following: the health of the refugees; background; labour capacity; expenses and payments of the refugee camp; administration of the camp and its economic challenges; transportation for repatriation. Included in the correspondence are letters from Surma Khanin D’Mar Shimun describing the situation of the camp and asking for changes to the camp, and for the return of the Assyrians and Armenians. In addition, there are some inquiries received by British officials from Christian Assyrians. Also mentioned are the following: the ‘Christian Army of Revenge’, French propaganda among the Assyrians, Assyrio-Chaldean [Assyro-Chaldeans] refugees in Russia, and the American Mission.
