Sir,
I have the honour to enclose herewith for the information of His Majesty’s
Government a copy of an interesting and valuable report which has been prepared
by Lieut. H. L. Charge, A.P.O., on special duty in the Refugee Camp at Ba‘qubah,
on the working of this camp during the last year.
The management of this camp, the responsibility for which is in process of
transfer from the Military to the Civil Administration, reflects much credit upon
Lieut.-Colonel Cunliffe Owen and his staff.

The figures as to the health of the inmates have been compared with those of
the Concentration Camps in South Africa with the results shown in Appendix D.
Bearing in mind the very small amount of European Supervision available for
duty in this Camp, these figures must be regarded as highly satisfactory and will,
I hope, serve to demonstrate to His Majesty’s Government that the heavy expendi
ture incurred in this Camp has been justified by results.
I have sent a copy of this letter with enclosure to the Government of India and
to the G.O.C.-in-Chief in Mesopotamia who concurs with its contents.
