I HAVE the honour to inform your Excellency that orders have been given for
the transfer of the 7 th division of the 4th Army Corps from Kharput, where it is at
present, to this town, and of the 8 th division, now stationed here, to Bitlis. These
orders are to take effect during the present month.
As your Excellency is aware, the 4th Army Corps, of which the head-quarters are
at Erzingian, consists of two divisions, the 7th and 8 th, of which the former, up till
now, has had its centre at Kharput, and the latter at Erzeroum.
A battery of artillery, consisting of six mountain guns, is also about to be sent to
Van, selected from the artillery force in this town.

containing observations on his Excellency’s energy in his recent action in Erzeroum.

Sir, Erzeroum, March 14, 1891.
ON Thursday last I had the honour to send your Excellency a telegram
announcing the departure of the Vali for Passen. His Excellency is expected back
here in the course of to-day.
According to some accounts, disturbances had already taken place among the
Armenians; according to others, it had been discovered that the Armenians had got
large stores of arms; others again declare that this journey w r as undertaken in
consequence of information received by the Vali of irregularities and negligence in the
Local Government in Hassan Kala.
Meanwhile, it is with satisfaction that I am able to report to your Excellency that
my confidence in the energy, determination to maintain order and justice of the Vali
is being confirmed. As a small instance of his Excellency’s promptness, I may
mention that during the Armenian Carnival, when drunkenness usually prevails, he
.gave orders for the closing of all wine shops and for the arrest of all who might be
found drunk in the streets, Christian and Mussulman alike. It is a question
whether a more conciliatory policy would not be advisable, but I believe thoroughly
