Letter and Enclosure to HM Secretary of State for India, dated 24 October 1871.

The letter encloses one from Charles Alison, HBM's Minister at Teheran [Tehran], dated 17 July 1871, describing the history of the Persian Government's interest in railway construction, and stating the need for such works to be a matter of British initiation and control.
