15. (a) A Local Government may transfer
a Government servant from one post to an
other ; provided that, except—
(1) on account of inefficiency or misbe
haviour, or
(2) on his written request,
a Government servant shall not be transferred
substantively to, or, except in a case covered
by Rule 49, appointed to officiate in, a post
carrying less pay than the pay ol the peima-
nent post on which he holds a lien, or would
hold a lien had his lien not been suspended
under Rule 14.
(6) Nothing contained in clause (a) of this
Rule or in clause (13) of Rule 9 shall operate
to prevent the retransfer of a Government
servant to the post on which he would hold
a lien, had it not been suspended in accordance
with the provisions of clause (a) of Rule 14.
4. In clause (a) of Rule 22 of the said Rules,
the words '' under Rule 13 shall be deleted
and the following sub -clause to that clause shall
be added, namely :—
(Hi) When appointment to the new post is
made on his own request under Rule
15 (a) and the maximum pay in the
time-scale of that post is less than his
substantive pay in respect of the old
post, he will draw that maximum as
initial pay.
5. For clause (ft) of Rule 26 of the said Rules
;he following shall be substituted, namely :•—
Service in another post, whether in a sub
stantive or officiating capacity, service on
deputation and leave other than extraordinary
leave count for increments in the time-scale
applicable to the post on which the Govern
ment servant holds a lien, as well as in the
time-scale applicable to the post or posts, if
any, on which he would hold a lien had his lien
not been suspended.
6. For sub-clause (i) of clause (e) of Rule 26
of the said Rules the following shall be substi
tuted, namely :—
The post in Government service on which
the Government servant concerned holds a lien
as well as the post or posts, if any, on which
he would hold a lien had his lien not been
suspended, and
7. In clauses (1) and (2) of Rule 30 of the
said Rules the words " under Rule 13 " shall be
deleted.
8. In Rule 31 of the said Rules, the words
44 under Rule 13 " shall be deleted and after
the words " provided that " the following shall
be inserted, namely :—
except in the case of a Government servant
whose appointment to the post in which he is
officiating was made on his own request under
Rule 15 (a).
9. For Rule 59 of the said Rules the following
shall be substituted, namely :—
Leave is earned by a Government servant
under sections I to V of this chapter if he
holds a lien on a permanent post in civil
employ or would hold a lien on such a post
had his lien not been suspended.
10. In Rule 63 of the said Rules, for the words
'' retains a lien on his post in civil employ '' the
following shall be substituted, namely :
holds a lien on his post in civil employ or
would hold a lien on such a post had his lien
not been suspended.

11. For sub-rule (2) of Rule 97 of the said
Rules the following shall be substituted, name
ly
(2) When a Government servant holding
substantively any of the offices referred to in
sub-rule (1) of this Rule or the post of Chief
Engineer of the Public W T orks Department
takes leave immediately on vacating his office
or post, or if an officer of the Indian Medical
Service holding an administrative post is given
leave under Rule 86, he shall during the leave
be left without a lien on any permanent post.
(3) If leave is taken immediately on vacat
ing the post of Chief Commissioner, Chief
Engineer of the Railway Department or posts
held by officers in the Superior Revenue Estab
lishment of State Railways corresponding in
rank to a Chief Engineer, the suspended lien
of the Government servant which would other
wise revive under Rule 14 (e) may be termi
nated and the Government servant left during
the leave without a lien on any permanent
post.
12. For clause (&) of Rule 111 of the said
Rules the following shall be substituted, name
ly :—
The Government servant transferred holds,
at the time of transfer, a post paid from gene
ral revenues, or holds a lien on a permanent
post, or would hold a lien on such a post had
his lien not been suspended.
13. In Rule 124 of the said Rules after the
word "lien" the words "or would hold a lien had
his lien not been suspended " shall be inserted.

They are routine notifications of minor amendments to regulations and procedures governing the appointment, pay, pension and other conditions of service of Government of India employees, such as their entitlement to leave and travel expenses, their contributions to the General Provident Fund and other Indian Civil Service family welfare funds. Most of the Finance Department circulars in the file amend the following rules:

  • Fundamental Rules, 1924 and the Supplementary Rules;
  • Civil Services (Classification, Control and Appeal) Rules;
  • Civil Pensions (Commutation) Rules;
  • Superior Civil Service Rules;
  • Superior Service (Compulsory Retirement) Rules 1932.

Although the majority of Finance Department circulars in the file concern amendments to regulations about personnel, there are also several which amend regulations governing the keeping of public accounts and control over government expenditure. There is also one Finance Department circular about amended customs regulations for the control of drug imports and exports (folios 28-30). The file also contains a few Government of India circulars issued by the Home Department. These are also routine notifications of minor amendments, mainly to the Superior Civil Service Rules, with regard to the number, title and grading of posts in Government of India departments.

File papers are arranged chronologically, according to the date they were circulated to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain and others.

The numbers 97-99, 256 and 353 have been omitted. The numbering is written in pencil in the top right corner of the folio, starting at the front of the file, on the file cover (f 1A) and ending on the inside cover at the back of the file (f 365). Folios 110, 115 and 125 have been additionally numbered 111, 116 and 126 respectively, on the verso The back of a sheet of paper or leaf, often abbreviated to 'v'. .

The earliest documents at the front of the file (ff 1D, 2-26) were originally numbered 554 to 579 in pencil in the top right hand corner
