NOTIFICATION.
Simla, the 5th July 1934.
No. F. 2 (5)-R. 1.134. —In exercise of the
powers conferred by sub-rule (2) of rule 33,
rule 37, rule 42 and clause (d) of rule 44 of the
Civil Services (Classification, Control and
Appeal) Rules, the Governor-General in Coun
cil is pleased to direct that the following amend
ment shall, with effect from the 16th July 1931,
be made in the Fundamental Rules in their
application to personnel under his control,
namely :—
After Rule 22 the following shall be inserted
as Rule 22-A.:—
" 22-A. The initial substantive pay of a
Government servant who is appointed
substantively to a post on a time-
scale of pay which has been reduced
for reasons other than a diminution
in the duties or responsibilities
attached to posts thereon and who is
not entitled to draw pay on the
time-scale as it stood prior to reduc
tion, is regulated by Rule 22 pro
vided, both in cases covered by
clause (a) of that rule and in cases,
other than those of re-employment
after resignation from the public
service, covered by clause (6), that
if he either—
fl) has previously held substantively or
officiated in—
(i) the same post prior to reduction
of its time-scale, or
(n) a permanent or temporary post
on the same time-scale as the
unreduced time-scale of the post,
or
Cm) a permanent post other than a
tenure post, or a temporary post,
on a time-scale of pay identical
with the unreduced time -scale
of the post, such temporary
post being on the same time-
scale as a permanent post, or
(2) is appointed substantively to a tenure
post the time-scale of which has
been reduced without a diminution
in the duties or responsibilities
attached to it, and has previously
held substantively or officiated in
another tenure post on a time-
scale identical with the unreduced
time-scale of the tenure post,
then the initial pay shall not be less
than the pay, other than special pay,
personal pay or emoluments classed
as pay by the Governor-General in
Council under Rule 9 (21) (a) {Hi),
which he would have drawn under
Rule 22 on the last such occa ion, if
the reduced time-scale of pay had
been in force from the beginning
and he shall count, for increments
the period during which he would
have drawn that pay on such last
and any previous occasions.''

They are routine notifications of minor amendments to regulations and procedures governing the appointment, pay, pension and other conditions of service of Government of India employees, such as their entitlement to leave and travel expenses, their contributions to the General Provident Fund and other Indian Civil Service family welfare funds. Most of the Finance Department circulars in the file amend the following rules:

  • Fundamental Rules, 1924 and the Supplementary Rules;
  • Civil Services (Classification, Control and Appeal) Rules;
  • Civil Pensions (Commutation) Rules;
  • Superior Civil Service Rules;
  • Superior Service (Compulsory Retirement) Rules 1932.

Although the majority of Finance Department circulars in the file concern amendments to regulations about personnel, there are also several which amend regulations governing the keeping of public accounts and control over government expenditure. There is also one Finance Department circular about amended customs regulations for the control of drug imports and exports (folios 28-30). The file also contains a few Government of India circulars issued by the Home Department. These are also routine notifications of minor amendments, mainly to the Superior Civil Service Rules, with regard to the number, title and grading of posts in Government of India departments.

File papers are arranged chronologically, according to the date they were circulated to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain and others.

The numbers 97-99, 256 and 353 have been omitted. The numbering is written in pencil in the top right corner of the folio, starting at the front of the file, on the file cover (f 1A) and ending on the inside cover at the back of the file (f 365). Folios 110, 115 and 125 have been additionally numbered 111, 116 and 126 respectively, on the verso The back of a sheet of paper or leaf, often abbreviated to 'v'. .

The earliest documents at the front of the file (ff 1D, 2-26) were originally numbered 554 to 579 in pencil in the top right hand corner
