Extract from a telegram which outlines the powers that will be vested in Pelly as Special Commissioner at Baroda; and instructing him to take the necessary steps to preserve peace and exercise the functions of Government, but not to make any material changes to the administration other than those already agreed to by the Gaekwar (Malharrao).
The telegram goes on to stress the importance of ensuring there are no disturbances; the procedure should Pelly require further troops for support; the process he should follow when arresting the Gaekwar including outlining the comforts he should be afforded in confinement and the opportunities he should be allowed in order to prepare his defence.
