52.—(1) Ivvcry British subject resident in Kuwait, he-
iu<>- of the age of 21 years or upwards, or being- married, or
a widower, or a widow, though under that age, shall, in the
month of .lanuary of every year, register himself, or renew
his registration certificate, at the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. .
(2) A British subject arriving in Kuwait must apply
registration within one month after arrival in Kuwait:
Provided that a person who fails to apply for or to
obtain registration within the time limited by this article
may be registered at any time if he excuses his failure to
the satisfaction of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. .
53. The registration of a man shall comprise the regis
tration of his wife or wives, if living with him; and the
registration of the head of a family shall comprise the regis
tration of all females and minors, 1 ' "

•■^'•—^1) Every person shall, ou every registration of
himself and on every renewal of the registration, pay a fee
of 1 rupee, or such other fee as the Secretary of State from
time to time appoints. The amount of the fee may be uni
form for all persons, or may vary according to the position
and circumstances of different classes, if the Secretary of
State from time to time so directs, but may not in any case
exceed 2 rupees Indian silver coin also widely used in the Persian Gulf. .
(2) Where any person applies to be registered, he shall
be entitled to the assistance of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in the
preparation of any affidavit that may be required for the
purposes of such registration without a fee.
57. If any British subject neglects to obtain registra
tion under the provisions of this Order, he shall not be en
titled to be recognised or protected as a British subject in
Kuwait, and shall be liable to a fine not exceeding 25
rupees Indian silver coin also widely used in the Persian Gulf. for each instance of such failure; but lie shall,
although not registered, be subject to the jurisdiction of the
Courts established by this Order.
58.- (1) A person not of Asiatic or African descent ar
riving in Kuwait and applying to be registered as a British
subject shall be so registered if the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. is satisfied
after such enquirv as he may deem fit, that he is entitled to
the status of a British subject.
(2) A person of Asiatic or African descent arriving in
Kuwait and jipplying to be registered as a British subject
shall be so registered if he (a) produces a pjjssport as a British
subject from British India or a British Possession or Pro
tectorate; or (h) files an affidavit or sworn declaration show-

Papers relating to the composition, drafting and publication of The Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. , 1925 (His Majesty's Stationery Office, 1925). The volume includes papers relating to initial objections and subsequent agreement on the part of Sheikh Ahmad al-Jabir as-Subah [Sheikh Ahmad al-Jabir Al Sabah], the ruler of Kuwait, to the exercise by the representative of the British Government of jurisdiction over the subjects and protected persons of all non-Muslim foreign governments in Kuwait, including a letter of agreement from the Sheikh written in Arabic, November - December 1925; Rules of Court relating to fees, October 1926; papers relating to the registration of British subjects in Kuwait, November 1925 - December 1926; and papers relating to the regularisation of the position of American missionaries in Kuwait, so that, if the need arose, they would be entitled to British protection, February - December 1928.

Arrangement

The papers are arranged in approximately chronological order from the front to the rear of the volume.

Physical characteristics

Foliation: the foliation system in use commences on the title page and continues to the last folio that bears any text (seven folios from the end of the volume). The sequence appears written in pencil, enclosed in a circle, in the top right hand recto The front of a sheet of paper or leaf, often abbreviated to 'r'. page of each folio. Foliation anomalies: folio 1 is followed by folios 1A, 1B and 1C. Folio 186 needs to be folded out in order to be read. A second sequence also appears, again written in pencil in the top right hand corner of most of the folios, but not enclosed within a circle. This appears to start at [3] on folio 4 and continues to 287 on folio 254. This sequence marks all pages bearing text.
