The letter is enclosing two letters from Mountstuart Elphinstone, Governor of Bombay, addressed to Abbass Merza [‘Abbās Mīrzā A title of honour originally applied to princes, later to military leaders, and later still to secretaries, chieftains, and other ‘gentlemen’. ], Prince Royal of Persia, and Mirza Abul Capim Carjim Mukam; the letters are both dated 30 August 1824.

The enclosed letters express pleasantries and compliments. They also note that Major George Willock has safely arrived in Bombay, and that the Governor of Bombay was pleased to read of the Prince Royal's approval of British treatment of Futh-oolla Khan, 'Chief of Nobles'.
