gram. No. S-313, dated the 27th June 1907, relative to the withdrawal of the
oiitical Agent from D’thala, and in continuation of my letter No. 3802, dated

to recommend that early consideration
may now be paid to the proposals referred
to in the marginally noted communica
tions regarding the organization of the
