Letter from the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, in Tehran, to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. of the East India Company, of 17 January 1827, which was received from the Foreign Office on 9 March 1827. The letter originally enclosed copies of Macdonald Kinneir’s dispatches No. 29 to the Governor-General of India, Lord Amherst, and Nos. 30 and 31 to the Chief Secretary to the Supreme Government of India, George Swinton (now catalogued as IOR/L/PS/9/70/176 and 177-178). In the letter Macdonald Kinneir reports that he has persuaded Abbas Meerza [Crown Prince of Persia, 'Abbās Mīrzā Qājār], to allow a group of Russian prisoners to remain at Mianeh during a period of inclement weather, rather than be marched to Isfahan, as Abbas Meerza had ordered after receiving reports of the Russian General Madadoff [General Valerian Madatov] having crossed the Araxes [River Aras]. He also reports that Meerza Mahommed Allee [Mirza Muhammad 'Ali Khan Shirazi] will be permitted to proceed on his mission to Tiflis [Tbilisi], accompanied by M Noskoff [Ivan Fyodorovich Noskov].
