I have the honour to refer to your letter N0.36-X,
Lifted Oxie ^ord vugust 1924, in \i/hich you call for my
views on a letter ±rom Shaikh Isa*s Solicitors, with
special reference to the suggestion that the Bahrain
otate snould provide the costs of the Sha.ikh*s memorial
to the Govermaent of India and of a further appeal which
he proposes to address to the Secretary of State for
India. (

2 . The Government of India will remember that in 1869
one father of Shaikh Isa bin All was killed by a cousin
who usurped the Chiefship of Bahrain. The British Govern
ment intervened, the enemies of the deceased Shaikh Ali
bin Khalifa were imprisoned and Shaikh Isa was installed
as Chief on. the. nomination of the heads of the Arab
tribes of Bahrain. Shaikh Isa has always entertained t
an exaggerated idea of the benefits conferred on him on
j this occasion by the tribes, who in consequence have been
i. accustomed to assert their internal autonomy and to deny
ihe Chief/s right oo puss orders upon them. This has been
the chief cause of the Shaikh's unsatisfactory rule. The
mass of the people of Bahrain, who are Arabic speaking $
Chians, were the sufferers and their condition resembled
that of helots, who coaid, call no lands nor the produce
any lands their own.

remonstrated with repeatedly throughout his long reign,
as the history of ohe State in "Aitehisoa' s Treaties "Vo 1.
all,para. 149, and later records show only too clearly.
