Solicitors, Albert Buildings, Bombay, No. 36-X., dated Simla the
14th May 1924.
With reference to your letter dated 13th February 1924 [Serial No 292 in
File No. 480-X.) and subsequent correspondence, I am directed to say that it' is con
trary to establish practice for the Government of India to see legal advisers in con
nection with business concerning Foreign States or the relations of the Government
of India with such States. In the ordinary course, therefore, the Government of
India would be unable to accede to your request that a hearing should be given to a
legal counsel over the case of Shaikh Sir Isa of Bahrein.
2 . In view of the fact, however, that the wording of the routine acknowledgment
dated the 23rd February last (Serial 294 ibid) of your letter is open to the reverse con
struction, I have been authorised to accord a pureiy informal interview as a matter
of courtesy to Shaikh Isa s lega adviser, shouldyou still’think that any usefu pur
pose would be thereby served. I am prepared to place at your disposal 12 noon on
any Saturday up to Saturday 7th June inclusive, if a weeks notice is oiven me
beforehand.

M. A. Jinnah, Consul, instructed by us will attend before you on Saturday the 31st

the 13th March 1924 (Serial No. 1 ), I am directed to say that the Government of
1 nctia have read with interest and appreciation of the steps being taken by H. E.
Shaikh Hamad of Bahrein to effect a reform of the conditions under which the
pearling industry is carried on, and will be glad to receive within the next twelve
months a statement of the results achieved together with a more detailed account
of the system introduced and copies of the actual orders issued by Shaikh Hamad.

mndum from the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain, which deals with the various alleged
grievances set forth in the paper.
