4. Each pound to be in charge of an inhabitant of the village who will
receive a small remuneration for his services. It will be his duty to look after
any animal in the pound and at once to inform the Government when a camel
or other stray animal is brought to the pound.
5. The owner of a stray camel which has been sent to the pound will be
forbidden to approach the villagers or pound-keeper direct for return of the
animal but must apply to the Government. After payment of the fee the
pound-keeper will be instructed to take the animal back to the owner’s herd.
6 . Severe punishment which may extend to six months’ imprisonment
and/or fine of Rs. 000 for any person lawfully convicted of wilfully iniuring a
stray camel.
7. Importation of camels into Bahrein is forbidden for five years.
8. Existing camels may be exchanged on application to the Government,
provided a number equivalent to the number it is proposed to import be first
exported.
9. Sheikh Isa to retain 15 camels in all, which will be free of tax.
Sheikh Hamad to retain not exceeding 50 camels, 10 of which will be for
btate purposes and free of tax. No other person to be allowed to maintain
more than five camels.
10 . Each camel owner to be allowed to reckon two camels as milch camels,
the tax on which will be Rs, 5 per annum. Any in excess of two, with excep
tion of State camels above mentioned, to pay a tax of Rs. 10 per annum.
11. Camel calves while unweaned, free of tax and not included in above
numbers. When weaned, to be liable to tax and subject to above limits.

Zayani has made application under section 491, Criminal Procedure Code,
to be set at liberty.
Isature of detention to which he has been subjected is unknown here
and enquiries have been made from Bombay but it is suggested he might be
willing to acquiesce in residence in India if provided with comfortable accom
modation at expense of Sheikh of Bahrein. In view of doubt as to power
of Government to keep him in India without recourse to State Prisoners’
Regulations which is undesirable please ascertain w T hether any inducement
of nature suggested can be offered to him.

Sheikh Hamad having gone on short shooting trip for change of air
leaving his brother Mohammed in charge opportunity has been taken by
inhabitants of Rafa (where Sheikh Khalid brother of Sheikh Isa and his son
Ibrahim live) to make attack on village of Wadyan in Sitrah night before
last January 8 th. Raiding party surrounded and fired on village killing one
man and one woman and severely wmunding 5 persons including one w T oman.
Everything points to outrage being political movement to intimidate
Baharnah who gave evidence of previous outrage and perhaps to get Sheikh
Hamid into trouble, engineered by Sheikh Khalid or his son Isa; probably
both were in it certainly latter who has gone into hide (ing ?).
