Have asked His Majesty’s Ship “ Crocus ” to proceed Bahrein as soon as con
venient. But it seems imperative to get levies in being as quickly as possible to
prevent this sort of thing and if Government see no objection and Government
of Muscat agreeable suggest Commandant Muscnt levies should immediately
lend Subedar Niaz Ali and 50 or 60 men (as many as can be spared) to form
nucleus of nevv corps and to take on parts of its duties while it is being raised
(see my express letter 712-S. of December 21 st, paragraph 5&).
Signs are not wanting to shew that outrage of some sort was expected by
Khalifah family as soon as Hamad took his holiday and it is extremely
probable this was committed with knowledge and connivance of Sheikh Isa
and his son Abdulla.
It is evident members and persons benefiting by ancient regime are still
active in opposing reforms and it would be more than objectionable at present
juncture if persons banished from Bahrein should be allowed to return more
particularly Ali Bin Khalid and Ab ul Wahab Zayani.

telegraph to return and did so by mail reaching Bahrein yesterday. Following

Hamad visited me this morning and several thousand Bahreinis surrounded

. He interviewed headmen who accused 14 persons of complicity
of ^murders and demanded what action he would take. Hamad read them
letter which he then handed to me. In it he begs me to wire to Govern
ment for orders for him. He says he does not know what to do to stop
these outrages and asks for orders from Government which he will endeavour
to carry out and requests assistance if necessary. Bahreinis continued dis
satisfied and meeting became stormy. Hamad then. consented to go with
armed force to endeavour to arrest accused. Ibrahim with others said to have
fled to main land. It is obvious that Hamad will not without direct orders
conduct fair trial or adequate punishment of criminals of his own accord.
I am of opinion that as protecting power we should take steps to fully
punish offenders to avoid continued disturbances. Ends.
It is evident Sheikh Hamad does not feel strong enough to take action
against Sheikh Khalid unless he can say he is acting under orders of British
Government. Will Government be pleased to say whether they approve
giving him orders to arrest and try and punish offenders if found guilty and
if so how these orders should be worded.
It will not be possible to get Levies to Bahrein in time to deal with this
affair and it seems to me absolutely necessary that drastic steps should be
taken to stop these outrages and if Government do not desire to give orders to
liamad or if Hamad fails (either through lack of power or of wish) it seems
to me that we ought to take some action ourselves as suggested by Political
Agent.
His Majesty’s Ship “ Crocus ” is at Bahrein and I intended to go over in
“ Lawrence on 18th on his way up Gulf but through no fault of Commander
but owing to having used up fuel she was unable to take me. I will now
await instructions from Government before proceeding.
