two armed men. He persuaded three accused against whom evidence is weak
to come in. Two have been imprisoned and one taken as guest to Muharreq.
He has failed to get any of the chief culprits.
It is evident in face of connivance of his whole family Hamad is unable to-
do anything even if he wished to, which is doubtful. Ends The Muhammad
mentioned is Sheikh Mohammed, Sheikh Isa’s second sen who was in charge
when Hamad went away.
It is evident Hamad finds it difficult to go against whole family and also
that if instigators and ringleaders of this outrage get off scot-free we shall have
many more such affairs. I think that deportation of Sheikh Khalid and his
son Ibrahim, if and when caught with warning to Sheikh Isa that if such
outrages continue he will have to be deported, would have good effect but in
view of what has happened in the case of Zayani, I hesitate to suggest any
more deportations unless Government of India are prepared to accept deportees
in India and apply State Prsoners’ Regulations to them.

16th January, is repeated for the information of the Government of India:—
Begins. Public opinion here amongst all classes anticipates that Government
will take matters in hand. I think if we fail w r e must expect continuation
of these murders which render attempts at any reforms farcical. Ends.

Gulf, Busdire, No. 193-S., dated the 21st January 1924.
Your No. 101 and previous telegrams The arrest and punishment of
offenders amongst his owm subjects is Sheikh’s duty and he should not
be encouraged to think that he can shift it on to other shoulders when
it is unpalatable. You should inform Sheikh that Government desire and
expect him to keep order amongst his own subjects even should it involve
the arrest and punishment of members of his own family. In such action
he will have the full support of Government. An assurance to this effect
should be given to him. Government are not prepared to have recourse to
State Regulation for detention of Bahreini deportees in India, as you have
power yourself to prevent their return to places where they can make mis
chief. It is desirable that you should take an early opportunity of visiting
Bahrein.
