The letter acknowledges commands received including details of an Act of Parliament that regulates the running of the East India Company. The arrival of Charles Earl Cornwallis at Fort William in September 1786 and his assumption of his position as Governor General of Bombay is mentioned. The letter recognises the split of the Bombay Council into public, secret and political, military, revenue and commerical departments. Galley gives thanks for permission to leave his post as Resident and offers help in finding an appropriate successor, he also apologises for a lack of communication due to illness.
