acknowledge the receipt of your letter of the 3Cth.

ing certain civil courts in the Vilayet of Basra.
In reply I am to state ( for the information of the
Marquess of Crewe, that in view of the urgent need
and the temporary nature of the measures in question,
Sir E. Grey concurs in His Lordship’s proposal to
approve the recommendations of the Government of In
dia on the subject.
