The
Political Resident
A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency.
's telegram, 1070 of the
27th October, repeated under the Viceroy's telegram of
the 2nd November, 2197-S, appears to be a reply to an
I enquiry from the Government of India as to his views on
the desirability of establishing protectorates or a
closer degree of control in the States of the Gulf.
Their own views had already been outlined in their
telegram of the 23th July, in which they suggested that
our "veiled protectorates" at present sufficed, but it
is of value to have Sir Lionel Haworth's final
appreciation in the light of his recent tour along the
Tracial Coast.
His proposals are briefly as follows:-
(a) Muscat .- That the Sultan and his Council
should be led to ask to come -under a formal British
protectorate, apparently after repudiation (as an
independent State) at the League of Nations of the
Persian claim to suzerainty over Muscat, and with a
view to securing themselves against Persian aggression
in the future.
(b) At Bahrein, that the Sheikhs should likev/ise
be led to ask for definite British protection.
(c) In the Trucial Sheikhdoms that "their
advancement is not yet such that we could approve",
and therefore that "a more definite position rather
than a protectorate, which would embarrass both them
and us" should be aimed at.
(d) That in Koweit our open protection is called
for.
