Muscat, it is no doubt the case that the State is entirely
kept going by our presence in the background, and that
were we not there, the fanatical tribes in the interior

now causing trouble at Sur, would partition the
country between them. It is also possibly the case
that we are now offered a sort of opportunity to
regularise our position in Muscat by the conclusion of a,
formal Treaty of Protection, and that so favourable an
opportunity may not recur in the near future. For all
that, the objections to action on the lines suggested by
Sir Lionel Haworth seem to me to be overwhelming. To
leave out of the question the League of Nations, and
the possible reactions on our position of what would
inevitably be represented as Imperialism of the worst
