appreciation at this stage, is perhaps one v/hich we
can face with a certain degree of equanimity. The
arguments against the extension of our liabilities in
respect of the State appear, for the reasons set out
above, to be strong, and in the circumstances, the
department would suggest that our policy in Muscat should
be the maintenance of the status quo , and that Sir
Lionel Haworth’s proposals should not be accepted.
(b) Bahrein . The position is rather different in
Bahrein, and here it may well be that if Persia proves
intractable, it may be necessary for us to accept an
invitation by the Sheikhs to regularise our position
internationally and in particular vis -a- vis Persia, by a
formal Treaty of Protection. But a decision on this must
wait until a later stage in the negotiations with Persia.
As regards the Trucial Sheikhdoms , the view
expressed by Sir Lionel Haworth is in general agreement
with that already expressed by the Government of
India and by the Middle fast Department of the Colonial
Office in the memorandum circulated by Mr. Amery as
P.G. 22. It is also in substance the view of this
Department. The arguments against a formal protectorate
are strong, and the tightening up of our relations with
the Sheikhdoms seems all that is called for.
U) As regards Koweit, we are already committed to
the grant of a degree of protection difficult precisely
to define. It is essential for us to keep our foothold
at the head of the Gulf, especially in view of the growing
emancipation of Iraq from our control, and Sir Lionel
Haworth’s suggestion that our open protection (within
the limits which at present apply) is called for in the
case of this State may be accepted. tU ^
